Job Summary
The Community Engagement Manager will serve as a key partner to support Empire Clean Cities’ outreach and support of underserved and overburdened communities in our downstate New York. The Community Engagement Manager is a new position that focuses on ways to identify, cultivate, develop, and sustain relationships with members of the community who can best support and contribute to energy and environmental justice projects based upon the needs and perspectives of the community.

The Community Engagement Manager will:

Grow and Develop new relationships with community-based organizations and equity serving institutions.
Create formal and informal partnership with community leaders to understand the connections between mobility and economic and social well-being.
Bridge/build trust in new ways.
Improve transparency/accountability/relationships.
Align and center community voices and needs in decision making.
Deepen existing partnerships and results.
Co-design environmental and energy justice projects in the transportation space.

The Community Engagement Manager priorities are aligned with the Clean Cities mission to improve air quality for New Yorkers by reducing emissions and cutting petroleum consumption within the transportation sector.
This role, while connected and housed at Community Engagement Manager, will also be introduced to 16 other Clean Cities coalitions across the country. This offers the chance for an individual to support the launch of a nationwide initiative by US DOE and its Clean Cities Coalition Network on the cutting edge of energy and environmental justice.

Job Responsibilities

Create a systematic approach to understand stakeholders’ needs and build relationships in the community.
Serve as a thought leader to provide input on nationwide initiatives to meet local needs and realities in energy and environmental justice projects.
Provide information to community leaders, community-based organizations, equity serving institutions, and others on how to access funding for energy and environmental justice projects.
Organize meetings and outreach programs to learn from grassroots organizations on energy and environmental justice concerns and translate these priorities into programs.
Lead data management to help the coalition understand community-based organizations’ and others’ capacities and determine the best approaches to nurture relationships.
Support the development and writing of a racial equity action plan or diversity, equity, and inclusion plan (DEI) to facilitate the adoption of equitable clean transportation technologies and practices.

Job Qualifications
Required Qualifications:

At least 5 years of experience leading community outreach and/or education programs.
Connection to people and community – We know our relationship(s) with community is core to this work. Having exceptional relationship development skills, across many diverse organizations, individuals and with individuals different from you is important.
Community partnership development & organizing – We are looking for someone who bridges people to achieve consensus and alignment when there are differing perspectives, needs, and resources. College degree (Preferred, but not required)
Skilled at working with a collaborative internal team, while also outwardly facing to build relationships in the community.
Reliability and dependability - proven experience meeting deliverable and deadlines set by various grant programs
Proven experience working with demographically diverse organizations.
Experience with data collection, report writing and creation of presentations.

Desired Qualifications:

Candidates with experience working with Rockaways, Southeast Queens, and South Bronx communities strongly preferred
Bilingual - English/Spanish preferred

Physical Demands:

The position may require reimbursed travel within the NYC and Lower Hudson Valley Region, as well as at least 2 conferences in the domestic United States annually. Ability to meet in person with individuals and community-based organizations/equity serving institutions.
Ability to lift up to 33 lbs (i.e., plastic folding table for community events)

JOB SUMMARY
The Program Manager, Medium-and Heavy-Duty (MDHD) will be a key member of our growing team, responsible for managing a diverse program portfolio that advances alternative fuel and electric vehicle adoption in New York. This person will be responsible for managing the development of our Community-driven EV Charging Deployment Plan for the South Bronx, as well as supporting the decarbonization of the freight community throughout NYC and the Lower Hudson Valley. We are seeking someone who is highly organized and detail oriented to ensure grant-funded projects stay on schedule, enthusiastic about community outreach and engagement, and able to play several roles to support our efforts to improve air quality for New Yorkers and mitigate the effects of climate change.
The Program Manager, MDHD will report directly to the Executive Director, working closely with ECC’s staff, interns, Board of Directors, Bronx is Breathing project team, and large stakeholder base. This is a full-time, salaried position. While the position is remote, candidate must be located in the NYC Metropolitan area and be willing to travel to local events 3-4 times per month.

JOB RESPONSIBILITIES
Key responsibilities include, but are not limited to:

Track and maintain accurate deliverables for assigned grant funded programs and contracts, ensuring deadlines are met and potential challenges are identified and resolved early. This includes overall project management, stakeholder engagement, meeting reporting requirements, grant budget tracking, and data collection, as needed;
Lead the development of a Community-Driven Electric Vehicle Charging Deployment Plan for the South Bronx, in collaboration with “Bronx is Breathing” project team and ECC Program Manager;
In collaboration with ECC Program Manager and partners, manage Advisory Committee, EV Trainings, and community outreach in the South Bronx;
Support organizing and facilitating internal and external meetings, workshops, and other related stakeholder activities;
Support Executive Director to liaise with city, state, and federal agencies regarding funding award compliance, including the US Department of Energy, New York State Energy Research and Development Authority (NYSERDA), NYC Economic Development Corporation (EDC), and the Environmental Protection Agency (EPA)
Track industry trends and opportunities that support our mission, including staying up-to-date on the latest policy trends, funding opportunities, alternative fuel resources, and other tools available designed to help reduce emissions in the transportation sector;
Assist in initiating and maintaining relationships with stakeholders, including government agencies, community-based organizations, industry partners, fleets, and others working in the field;
Attend industry events representing ECC, connect with industry partners for potential collaboration, acting as an expert resource, provide information on existing AVF/EV financial incentives;
Closely collaborate with the Communication and Outreach Coordinator to ensure relevant information on our programs, stakeholder activities, events, and other relevant data are disseminated; and
Other duties as assigned and needed.

REQUIRED QUALIFICATIONS
The ideal candidate will have experience or the equivalent in the following:

Bachelor's degree or higher in environmental sustainability, public policy and/or urban or transportation planning, nonprofit management, or other field related to our mission;
Minimum of 5 years experience in relevant field;
Proven experience managing City and Federal government contracts, budgets, and familiarity with corresponding rules and regulations;
Strong project management and coordination skills, with the ability to manage multiple project deliverables at varying stages of development and implementation;
Experience managing and tracking program and subrecipient (subcontractor) budgets;
Well-developed organizational and time management skills with a demonstrated ability to manage multiple competing deadlines. ECC is a small team, so reliability and punctuality are a must;
Excellent oral and written communication skills and demonstrated research and writing experience;
Experience leading community meetings and community engagement activities;
Comfortable building and maintaining relationships with a diverse set of stakeholders;
Knowledge of goods movement and transportation landscape in the New York City Metropolitan Region, particularly the South Bronx;
Strong interpersonal skills, good humor, flexibility, and willingness work as part of a team; and
Passionate about reducing the harmful effects of vehicle emissions on New Yorkers and a creative thinker who identifies opportunities to expand the reach of our programs; and
Strong computer skills, with proficiency in business tools, including: Google Suite, Microsoft Office, Zoom, and Slack.

DESIRED QUALIFICATIONS

Knowledge of Federal Circulars and Regulation (e.g., 2 CFR § 200);

The Program Manager will be a key member of our growing team, responsible for managing a newly awarded US Department of Energy program to deploy and demonstrate sustainable methods of maritime middle-mile transportation combined with last-mile delivery using heavy duty electric cargo bikes in New York City. This position will also contribute to and support the growth of ECC’s diverse portfolio of initiatives that reduce transportation emissions in New York. We are seeking someone who is highly organized and detail oriented to ensure nothing falls through the cracks, enthusiastic about stakeholder outreach and engagement, and able to play several roles to support our efforts to improve air quality for New Yorkers and mitigate the effects of climate change.
The Program Manager will report directly to the Executive Director, working closely with ECC’s Partnership and Policy Manager, Program Managers, Communications and Outreach Coordinator, interns, Board of Directors, and large stakeholder base. This is a full-time, salaried position. While the position is remote, candidate must be located in the NYC Metropolitan area and be willing to travel to local events 3-4 times per month.
